Noting the unnecessary regulations placed on business by the government

Further noting the need to protect workers from certain unfair business practices

Be it resolved that:
  1. The Act for the Regulation and Nationalisation of Industry, the Act for the Control of Automotive Pollution, and the Act for Fair Labour Standards be repealed in their entirety.
  2. Definitions:
    1. An employer be defined as any person acting directly or
      indirectly in the interest of an employer in relation to an employee
      and includes a public agency, but does not
      include any labor organization (other than when acting as an
      employer) or anyone acting in the capacity of officer or agent
      of such labor organization.
    2. An employee will be defined as any person employed by an employer in any capacity. Employee shall not include any individual that volunteers to work without compensation of any kind.

  3. Employees shall be guaranteed the right to form a union or other collective organisation.
  4. Employers shall be barred from preventing the formation of any union or collective organisation, be it formal or ad hoc.
  5. Employers shall not be required to engage in collective bargaining with unions or other collective organisations under any circumstances.
  6. Employers shall be entitled to end the employment of any employee that fails to perform the duties outlined in their employment contract at a pace to be determined by the employer.
  7. Employers shall be barred from forcing employees to work at a normal or quickened pace if an employee can produce a signed note from a licensed doctor that prescribes the employee to work a lighter than usual work load.
  8. Employers shall not be required to offer an employee time off due to sickness or ill health.
  9. Employees, unions, or other collective organisations shall be barred from blocking (or attempting to block) entry into, exit out of, or the operation of machinery in a work place. Also, individuals inside a work place that are deemed to be disruptive by an employer can be forcibly removed from said work place either by private security or local police (at the discretion of the employer).
  10. Persons under the age of 16 shall be considered children while any person over the age of 16 shall be considered an adult.
  11. All employees shall be guaranteed no less than seven (7) days of paid vacation a year.
  12. Employers may deny an employee's request for vacation if a valid reason can be given as to why the worker must be present.
    1. A reason shall be considered valid if the lack of the presence of the employee will cause a disruption in the normal operation of the work place, if the employee's presence is required for a meeting or other function, or if the lack of the presence of the employee will lead to a significant decrease in the productivity of the work place with significant being defined as a potential drop of 10% of the work place's overall productivity.

  13. Payment for approved time off from work shall be equal to 45 hours of work for adults or 35 hours of work for children at minimum wage for a full week of work missed.
    1. This amount can be adjusted to the actual time of work missed by an employee so long as the employee is guaranteed payment at a rate equal to the minimum wage for total time missed.
    2. Employers are not required to pay employees who miss work without prior permission. Permission for time off must be give no later than two (2) weeks before the intended time of vacation.

  14. Adult employees shall be guaranteed a minimum wage of at least 7.25 Kirkish Pounds an hour or 15,080 Kirkish Pounds a year
  15. The average work week shall be considered to equal 45 working hours a week. Any working time an employee has that is above 45 hours a week shall be considered overtime and wages shall immediately be paid at a rate one and a half times (1.5x) the employee's normal wage for the overtime hours.
  16. Children shall only be employed at a wage one and a half (1.5x) that of adults.
  17. Children shall not be permitted to work more than 35 hours a week.

Mr. Speaker,

This bill is a direct and blatant attack on the working class. This bill will add fuel to the fire of class warfare and lead the people to feel oppressed. It is our duty as a nation to protect the rights of workers. This bill only protects the rights of the industrialists who oppress workers. I urge all my colleagues in Parliament to oppose this bill and I call on His Royal & Most Serene Highness, the King to veto this bill if it does pass through this chamber. I yield the floor.

All the votes being in and there being more no votes than yes votes the bill is fails. The Act for the Free Practice of Business is rejected.

Final Vote: 2 yes, 3 no, 0 abstain.
