Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:

  1. All able-bodied citizens of Kirkland residing in Alovia, Balromia, Valoria, and Arlington shall be subject to conscription into His Majesty's Armed Forces.
    1. Citizens residing in any of His Majesty's colonies will not be drafted by this Act into His Majesty's Armed Forces at the present moment but are subject to conscription at any point in the future if such conscription is deemed necessary by the Sovereign, Parliament, or the Chiefs of Staff Committee.

  2. Individuals that are already enlisted as either an officer or enlisted personnel shall be exempted from this Act.
  3. Anyone who can demonstrate that they hold beliefs that show clearly that they are in opposition to military service shall be exempted from conscription.
    1. These beliefs must be demonstrated in either religious beliefs or personal beliefs.
    2. These beliefs must have been held for a period of no less than 1 year prior to being called for conscription.
    3. The beliefs must be demonstrable through either the religious beliefs of the religious organisation or group to which they belong or through public statements or widely known beliefs of the individual.
    4. Actions undertaken by an individual claiming conscientious objector status that clearly indicate a compromise of their pacifistic beliefs will be grounds for the revocation of their status as a conscientious objector.

  4. Individuals that are deemed to be in ill health or to have medical conditions that are deemed too severe or detrimental to service shall be exempted from conscription.
  5. Individuals shall be conscripted based on a lottery.
    1. The lottery shall be based on an identification number given to every individual upon being granted citizenship in Kirkland.
      1. Persons born in Kirkland shall be given their identification number upon reaching the age of 12

  6. Individuals that are serving in a government position shall be exempted from conscription.
    1. Government position shall be defined as any position as a Privy Councillor, Member of Parliament, or Under-Secretary.

  7. Any individual that is eligible to be exempted from conscription for any of the above mentioned reasons may resign their right to be exempted if they so desire.
  8. Upon a call for additional personnel by the Armed Forces, numbers will be randomly generated by a random number generator program.
    1. The possible range of numbers shall be the numbers of persons of service age.
    2. Numbers will be generated until a number equal to the number of persons called for by the Armed Forces has been reached.

  9. Upon being called for conscription the conscripted individual shall be required to fill out a "Skills Assessment Form" within seven (7) days of receiving the notification of conscription. The Skills Assessment Form will be used to determine the conscript's placement in the Armed Forces.
    1. The Skills Assessment Forms shall be reviewed by the Vice-Chief of the Defence Staff.
    2. Upon conferring with the Chief of the Defence Staff, the Vice-Chief of the Defence Staff will place the individual in the branch of the Armed Forces in which they will serve for the duration of their conscription.
    3. The Vice-Chief of the Defence Staff will, upon assignment of a conscript, submit a suggestion of rank and assignment for the conscript to the head of the branch to which the conscript is to be assigned.
      1. The head of the branch to which the conscript will be assigned is not required to abide by the suggestion but is urged to at least consider the suggestion.

    4. Failure to submit the Skills Assessment Form shall carry a fine of no less than ₤500 for each day after the filing deadline for the form.

  10. Upon placement in a branch, the conscripted person shall be notified of their placement and shall have seven (7) days to report to their commanding officer for assignment.
    1. Failure to report will carry a fine of no less than ₤500 for each day the conscripted person fails to report.

  11. Conscripted individuals shall be required to serve for a minimum of two (2) years if stationed in a non-combat area.
  12. Conscripts serving in a combat area will be required to serve a minimum of six (6) months.
  13. The maximum duration of an conscripted person's service shall be no more than three (3) years.

Most of the votes being in and all of them being in the affirmative the bill passes. The Conscription Act is adopted.

Final vote: 6 yes, 0 no, 2 abstain

By the power vested in me by God and the Constitution I sign this bill into law.
