Noting that there are no protocols for the maintaining of secrets by the Government of the Grand Kingdom of Kirkland.

Further Noting
that the creation of such protocols will ensure the maintenance of secrecy when necessary for state security.

Be it resolved that:

    1) There will be five (5) levels of security for government material (from highest to lowest):
      *Top Secret - The highest level of classification of material on a national level. Such material would cause "exceptionally grave damage" to national security if made publicly available.
      *Secret - Such material would cause "grave damage" to national security if it were publicly available.
      *Confidential - Such material would cause "damage" or be "prejudicial" to national security if publicly available.
      *Restricted - Such material would cause "undesirable effects" if publicly available.
      *Public - This is any government document that is considered to be not damaging at all the nation and as such is acceptable to be made public.

    2) Every government employee (except elected officials) is to be evaluated to determine the maximum level of clearance to which they should be entrusted. The screening process shall include a full background check to ensure that the individual is able to be trusted. Every six (6) months the security clearance of any employee is to be reevaluated and can be altered based on the reevaluation.

    3) No government employee will be allowed to see or handle documents that are above the level to which they have been given clearance. Also, any employee requesting information must have, and be able to demonstrate, a "need to know" said information along with the proper security clearance.

    4) Elected officials shall be given Top Secret clearance for the duration of their tenure as an elected official. However, elected officials shall be required to swear an oath to not divulge sensitive materials to the public and if sensitive materials are to be discussed the Parliament shall have the power to hold a closed session to discuss the matter without possibly releasing sensitive materials to the public.

    5) Certain positions in government agencies will give the people assigned to those positions a specific clearance level. The clearance level of the position is to be set by the Decree or Act that creates the position and the person appointed to that position may not, under any circumstances, be granted higher or lower security clearance while they serve in said position.

    6) The penalty for releasing any material given a Restricted status or higher shall be the revocation of the citizenship of the person who released the material(s). Any elected official that releases Restricted or higher material shall be stripped of their office, title, and citizenship.

    7) Materials shall have a maximum life at their assigned status. This means that after a given amount of time any item (Restricted or higher) shall eventually be given Public status. Top Secret and Secret materials may remain at their status a maximum of 50 years. Confidential or Restricted materials may remain at their status a maximum of 25 years. After this amount of time the materials shall be given Public status.

    8) Materials may be released to Public status at an earlier date by either a Decree of the Sovereign or Resolution of Parliament passed with a three-fourths (3/4) majority.
