Noting the lack of administrative power of Grand Dukes and Grand Duchesses over their Grand Duchies
Be it resolved that:
- Grand Dukes and Grand Duchesses shall have the power to create Duchies, Earldoms, Baronies inside their Grand Duchy to aid with administrative efforts.
- Grand Dukes and Grand Duchesses must get permission from the Sovereign to create these Duchies, Earldoms, and Baronies. Also, only the Sovereign may appoint Nobles to the newly created Duchies, Earldoms, and Baronies.
- New Duchies, Earldoms, and Baronies must be created around specific geographic areas and have mappable borders.
- A Grand Duchy may only have 4 Duchies, 16 Earldoms, or 64 Baronies.
- Baronies must be created inside Earldoms and Earldoms must be created inside Duchies. (ie no Earldoms or Baronies can exist alone without a Duchy above them in the administrative hierarchy)
- Grand Dukes and Grand Duchesses shall have the power to enact any policy they see fit to implement inside their Grand Duchy so long as said policy does not conflict with Acts of Parliament or Decrees of the Sovereign.
- Grand Dukes and Grand Duchesses may devolve decision-making powers to their Duchies, Earldoms, and Baronies in any manner they deem right and necessary.

I have a question about article 7. Does it mean that the Grand Duke can give an Earldom the power to make policy for the Earldom and the Baronies inside it?

The best way to think of this system is to imagine the State system in the USA. The Grand Duchy would be the State, a Duchy would be like a County, and an Earldom would be a municipality, and a Barony would be like a borough inside the municipality. Viewing the system like this may clear things up. Its basically a hierarchy where one subdivision is inside another subdivision and all are under the umbrella of the Grand Duchy. A Barony would be required to abide by the rules made by the Earl of the Earldom the Barony is in but could make its own rules as long as those rules didn't go against any rules made by a higher authority.
For example, a Grand Duchy could adopt an anti-litter policy. All the Duchies, Earldoms, and Baronies would have to abide by that policy. But a Duchy could make a more stringent anti-litter policy that the Grand Duchy as long as no part directly contradicted the Grand Duchy policy. Then all the Earldoms and Baronies inside that Duchy would have to abide by the policy of their Duchy. Then an Earldom inside the previously mentioned Duchy could make an even more stringent anti-litter policy than the Duchy above them and that policy would have to be followed by all the Baronies inside that particular Earldom. Then finally a Barony could make an even MORE stringent anti-litter policy than the Earldom they are a part of. Everything is permitted so long as there are no contradictions with policies made on the level above.
But this a very generous distribution of power that a Grand Duke could give. The Grand Duke could only give power to the Baronies or only the the Duchies. The distribution of power is entirely up to the Grand Duke or Grand Duchess as it is their Grand Duchy. They could keep all decision-making power for themselves if that is what they wish.

What about life barons and knighthoods, do we have the power to create those?

No, since Life Baronies and knighthoods do not have claims to land then they have no reason to be created under this bill. The Baronies created under this bill would be Hereditary Baronies.
Regarding knighthoods; since Knightly Orders are only recognised at a national level they would have no place in the hierarchy created by this proposal. Knights in Kirkland are afforded no real powers, just the recognition that goes along with belonging to whatever Order they belong to

Most of the votes being in and there being more yes votes than no votes to measure passes. The Act to Devolve Power to the Grand Duchies is adopted.
Final Vote: 5 yes, 0 no, 1 abstain
By the power vesting in me by God and the Constitution I sign this bill into law.
