Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:
- Bills of Attainder shall be allowed.
- A bill of attainder will permit Parliament to suspend the civil liberties of any individual, citizen or Noble, for an unlimited amount of time.
- A bill of attainder will permit Parliament to indefinitely detain any individual, citizen or Noble, in a prison or other penal facility.
- A bill of attainder will permit Parliament to seize the property of any individual, citizen or Noble, without need for compensation.
- A bill of attainder will permit Parliament to remove the Noble title of any member of the Nobility.
- A bill of attainder will permit Parliament to suspend the right of any person, citizen or Noble, to pass on their land, monies, or titles through will or final testaments.
- A bill of attainder will Permit Parliament to convict a person of a crime and issue a punishment without presentation to a court.
- A bill of attainder must be passed by a two-thirds majority of Parliament and approval of the Sovereign to become legally binding.

I must ask that part of this be amended so that noble houses don't lose there wealth or titles due to one individual. I ask that only the personal assets be seized.

Mr. Speaker,
One of the points of a bill of attainder is to punish a noble for ill behavior. The Emperor can restore the holdings of a house following the enactment of a bill of attainder if they so desire so there is enough protection. The possibility of a bill of attainder will also force nobles to consider the possible consequences their actions may cause their house. Bills of attainder are meant to give individuals, even nobles, a reason to act properly in all circumstances.
On top of all this a bill of attainder can only be made against an individual, not their house as a whole. The 3rd cousin of a noble who is punished will not be punished for their 3rd cousin's actions, only the noble's spouse and children and other dependents will be effected. Again, the hope is that the fear of having a bill of attainder brought against them should scare nobles into acting right and proper in all circumstances. I yield the floor.

All the votes being in and there being more yes votes than no votes the bill passes. The Act to Allow Bills of Attainder is adopted.
Final vote: 5 yes, 2 no, 0 abstain
By the power vested in me by God and the Constitution I sign this bill into law.
