Act for the Creation of a Civilian Police Force

Noting that there is no civilian police force

Further Noting that a civilian police force is necessary for the protect of the population on a regular basis

Be it resolved that the Kirkland Police Agency (KPA) be created. The duty of the KPA shall be the protection of the civil population from criminal acts. The KPA shall be administered by the position of Director of the Kirkland Police Agency.

The administration of the KPA shall have to power to create districts, precincts, or other administrative divisions to aid in the administration of the Agency.

The administration of the KPA shall have the power to make all internal policy so long as said internal policy does not conflict with Acts of Parliament or Decrees of the Sovereign.

The KPA shall have the power to arrest suspected criminals and to perform investigations of crimes committed in Kirkland. The evidence collected by the KPA may be used in the Kirkish Courts in both criminal and civil cases.

The KPA shall be allowed to carry firearms for use in extreme cases where the life of the police officer, innocent bystanders, or victims of crimes are at risk.

Every effort should be made by the police officer to diffuse a situation peacefully without the use of force. When peaceful means are not possible, police officers should resort to non-lethal means of situation resolution before resorting to lethal forms of situation resolution.
