Noting that there is no comprehensive education system in Kirkland.

Be it resolved that:

Article 1:

    1) A nationally organized public school system shall be created.
    2)The National Public School System (NPSS) shall be administered by the Ministry of Education.
    3)The Ministry of Education shall have the power to make all policy within the NPSS so long as it does not conflict with Acts of Parliament or Decrees of the Sovereign.
    4)The NPSS shall serve students from elementary school (Kindergarten through 8th Grade) and secondary school (9th through 12th grade).
    5)The NPSS shall be free to all children residing legally in Kirkland.


Article 2:

    1)A visa program with the United States shall be established to allow citizens of Kirkland to attend any institution of higher education (ie college, university, technical school, etc.).
    2)The Government of Kirkland shall provide a waiver program that shall:
      a)Pay in part for all Kirkish students travel expenses and tuition
      b)Pay in full all tuition and travel expenses for students who demonstrate academic excellence.
        1)Academic Excellence shall be defined as achieving a minimum average secondary school GPA of 3.7 and average attendance level of 95%

All votes being in and in the affirmative the motion carries. The Act for Free Public Schooling is adopted.
