Noting there is no law regulating firearms

Be it resolved that the following be enacted into law:

A firearm is defined as any weapon that uses any form of weapon that uses gunpowder to discharge a projectile from a barrel. Further a firearm is defined as any gunpowder weapon that fires a projectile that is smaller or equal to .50 caliber in size. Any gunpowder weapon that fires a projectile larger than .50 caliber is to be considered artillery and not allowed to be owned by private citizens.
Any weapon that is fully automatic, or may be converted to full automatic, that has a clip size greater than 20 bullets is not allowed to be owned by anyone unless required professionally.
The only professions that are considered to be professionally required to have fully automatic firearms are police and military personnel.
A special license will be issued on a case by case basis for the collection of fully automatic firearms by private citizens who are not professionally required to have fully automatic firearms.
Only citizens of the Grand Kingdom of Kirkland will be allowed to own, buy, sell, or trade firearms of any kind in Kirkland.
Long barrel firearms such as rifles and shotguns may be purchased by any citizen who has reached the age of 18
Short barrel firearms such as pistols may be purchased by any citizen who has reached the age of 21.
Any citizen who has be diagnosed with a potentially dangerous mental condition or has been convicted of a felony is not allowed to own or operate a firearm unless under special circumstances.
1. Special circumstances will be defined as the person being in a specially designated or created firing range that is constantly monitored by no less than 4 government approved safety officials for the duration of their time with the firearm they wish to operate.
2. Under no circumstances is an individual described under section 8 allowed to own a firearm.

Over half the votes being in and more in the affirmative than in the negative, the motion carries. The Act for the Regulation of Firearms is adopted.
