Noting the failure of the civilian police to do any action
Be it resolved that:
- The Act for the Creation of a Civilian Police Force be repealed in its entirety.
- The Act Concerning the Powers and Jurisdiction of the Military have its First, Second, Third, Fourth, and Fifth Articles repealed.
- The Armed Forces shall be given policing authority throughout Kirkland.
- The Army shall be given to power to police the land territory of Kirkland.
- The Navy shall be given the power to police the waters around or in Kirkland.
- The Border Guard shall maintain its role as the ensurer of border security for Kirkland.
- An Under-Secretary for the Maintaining of Internal Security shall be commissioned and be given the responsibility of coordinating the policing activities of the Military to ensure cohesion of purpose. This Under-Secretary shall be placed under the authority of the Ministry of Defence.
- The Military shall have the power to arrest any person who commits a crime inside the borders of Kirkland.
- The Military must make every effort to diffuse a situation peacefully without the use of force. When peaceful means are not possible, soldiers should resort to non-lethal means of situation resolution before resorting to lethal forms of situation resolution.
- Military personnel that are to be assigned to policing duty will be required to take a basic course on peaceful situation resolution to better prepare them for the duties entailed in policing.
- The Military may not forcibly disperse a gathering of citizens or Nobles unless authorised by the Grand Duke of the Grand Duchy in which to gathering is occurring.
- The Military must first request a dispersal order before the Grand Duke may issue such an authorisation. Preemptive dispersal of a group by a Grand Duke before the gathering occurs is prohibited.
- Authorisation to disperse a group should be based solely on the possibility that the group will turn violent, not based on ideological differences between the Grand Duke and the group.
- Local departments of the Ministry of Justice shall be created and will be responsible for the gathering of evidence against criminals after the perpetration of a crime. Evidence collected by these local departments may be used in the Kirkish Supreme Court in both criminal and civil cases.

Mr. Speaker,
As the current Minister of Defence it is my firm opinion that our men and women is uniform are more than up to the task of policing this great nation. The KPA has shown that it is ineffective at even the most basic of tasks. Only the Military has the resources and the personnel to take on the task of protecting our nation from criminals. I yield the floor.

Mr. Speaker,
The KPA was established to prevent the Military from interfering in the day-to-day affairs of regular citizens. There's a reason you separate the Military and the police. One fights the enemies of the state, the other serves and protects the people. When the military becomes both, then the enemies of the state tend to become the people. I yield the floor.
