Noting the advice given in the Parliamentary Report on the Coup of July 19th, 2011
Further noting the lack of representation given to regular citizens.
Be it resolved that a member of the citizenry be given a seat in Parliament. The citizen may not be a member of the nobility. The citizen representative shall not be given the right to vote on Parliamentary bills. The citizen representative shall be give the responsibility of making known to the nobility, and Parliament in particular, the desires of the citizen population and their opinion on any particular piece of legislation. The citizen representative is to be appointed by His Imperial Majesty the Emperor. The citizen representative shall serve a term of 1 year before being required to be replaced by a different representative. No citizen may be appointed to be the citizen representative more than once. The citizen representative shall not be permitted to sit on any committees, commissions, or boards of Parliament. The citizen representative shall not be given the usual security clearance given to members of Parliament.

Mr. Speaker,
No, no, and no again. This nation was founded on the principle of representation by the few for the benefit of the many. By giving regular citizens representation in this most hallowed chamber we will be opening a gateway to rule by the mob. I must oppose this bill wholeheartedly. While I congratulate my colleague for attempting to incorporate advice given by the recent Parliamentary Report on the Coup I do not agree with the method. We must maintain the nobility's sole position as the guarantor of the people. It is our duty as nobles to ensure that the people are well governed. The only thing a "citizen representative" would do would be to further politicize this sacred body into a screaming rabble. If you want to live in a nation where the mob rule and where nothing is ever achieved then you can move to the United States, but in Kirkland we rule as an oligarchy to ensure that the mob does not dictate policy on simple whims and changes in the wind. I yield the floor.

I detest this fully! This is a disgrace to those who rule this great nation! The Nobility are the select few the Emperor allows to help rule this nation! Arlington and I will not support this!

All the votes being in and there being more no votes than yes votes the bill does not pass. The Act to Enable Citizen Representation in Parliament is rejected.
Final vote: 2 yes, 5 no, 0 abstain
