Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:
- The composer known as Ludwig van Beethoven shall be recognised as the national composer of Kirkland.
- All works of Ludwig van Beethoven shall be recognised for their beauty, creativity, influence on modern music, and masterful composition.
- Ludwig van Beethoven shall be granted the honorific title of Lord High Composer of Kirkland which shall be held by him in perpetuity and shall entitle him to the nominal prefix of His Lordship in all references to his person.
