Be it resolved that the Parliamentary Procedures shall have a section added that will include the following language: "Upon submission of the votes of a majority of the Members of Parliament a bill or motion may be passed or rejected immediately based on the votes submitted without being required to wait for all the remaining Members to vote or for time to expire for voting. Should the remaining votes be necessary to resolve a question fairly then this rule may not be invoked. Necessity to resolve fairly shall be defined as stating that the remaining votes that have not been submitted may swing the vote for a bill or motion in any direction. In the event that a bill is resolved under this rule then the votes not submitted shall count as abstaining votes."

Mr. Speaker,

To clarify this a little I will explain it. The new protocol will establish a rule that after a simple majority of all the Members of Parliament have voted the bill or motion may be immediately resolved in the affirmative or negative by the Speaker. This would mean that there could be a shorter lapse between bill submission and resolution.

In the event that the vote is close then voting will be required to stay open until a clear plurality is made known.

For example, if a vote were 2 yes and 4 no a vote would stay open, even though a majority (6) of the Members of Parliament have voted, because the remaining two votes could sway it to a tie. If the seventh vote came in and the total changed to 2 yes and 5 no then the bill could be immediately rejected since the remaining one vote would not change the outcome.

A more simple, and probably regular, example would be what the main purpose of the new protocol would be. Say a bill was submitted and within a few hours the bill received 6 yes votes. The bill could be immediately resolved since a clear majority of the Members of Parliament voted yes on it. The remaining two votes would be counted as abstaining votes and the bill would be passed. This would increase the speed with which bills are able to be implemented and would speed up legislation.

Most of the votes being in and all of them being in the affirmative the bill passes. The Motion to Amend Parliamentary Procedures is adopted.

Final vote: 6 yes, 0 no, 2 abstain
