Act Concerning the Powers and Jurisdictions of the Military

Noting that there is no significant military regulation

Further noting that outlining the powers and jurisdiction of the military will aid in administrative efforts

Be it resolved that:

The Military be defined as any individual, group, or entity working in an official capacity for any branch of His Majesty's Armed Forces or the Chiefs of Staff Committee
The Military shall not have the power to arrest, detain, question, or investigate civilians or off-duty military personnel outside of designated military areas.
The Military shall have policing power on designated military bases, compounds, or other areas designated for military use.
In a State of Emergency the military may be given policing power temporarily to maintain order so long as an end date to the State of Emergency is set before the declaration of Martial Law.
Martial Law may only be declared when a Sate of Emergency has also been declared. Martial Law will immediately expire upon the expiration of the State of Emergency or at any approved date before the expiration of the State of Emergency.
The Military may not, under any circumstances, raise or spend funds independent of their parliamentary approved budget. Any discretionary spend given to the Military may be spend as military administrators see fit.

I must say that it is about time that we regulated some of the actions of the military. This bill is long overdue.
