Noting the need to support the arts to increase cultural education
Further noting the lack of support the government has been giving the arts
Be it resolved that:
- The arts shall be defined an any form of expression, be it written, drawn, painted, or performed.
- Special emphasis shall be given to music of a classical nature (be it a symphony, opera, or similar performance), the performing of theatrical performances, and the display of works of drawn or painted art.
- The government may, at the bequest of the artist, give artists a place and time to express their talents.
- A special committee shall be established, the name of which will be the Kirkish Committee for the Arts, whose duty it will be to approve the giving of time and space for the performance or display of works of art.
- Said committee shall not be permitted to deny any performance unless said performance would be physically dangerous to the artists or the possible audience.
- The work of artists shall be considered their own property and may not be censored, used, or altered without the expressed consent of the artist to which to work belongs.
- Music shall be the intellectual property of the person(s) who composed the piece in question.
- Works of performed theatre will be considered the intellectual property of the person(s) who wrote the script of the performance in question.
- Works of drawn or painted art shall be considered the intellectual property of the person(s) who drew or painted the work in question.
- Works of written art shall be considered the intellectual property the the person(s) who wrote the work in question.

Mr. Speaker,
I must protest against this bill. It should not be the duty of the government to help artists. It is their job to ensure we enjoy thier work. If they are simply given handouts then they will have no incentive to make work that the masses will appreciate. I yield the floor.

Mr. Speaker,
I must disagree with my colleague. Without protection and aid artists will be delegated to creating works that are simply market driven. Artists will be forced to churn out works that they do not really care about but that they make simply to make a quick income. Artists should be freed from the market mechanism to pursue their inspiration. I must admit that I would normally never advocate for the government to step into a situation but in this case, intervention will actually be for the better. I yield the floor.

All the votes being in, and there being more yes votes than no votes the bill is passed. The Act to Sponsor the Arts is adopted.
Final vote: 5 yes, 1 no, 0 abstain
By the power vested in me by God and the Constitution, I sign this bill into law
