Noting the uselessness of some of the conventions used in drafting bills

Further Noting the need to set in place a set of conventions for the style of Parliamentary bills

Be it resolved that:
  1. Bills shall not be required to give the reasons for their enactment.
  2. Bills shall begin stating "Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:"
  3. Bills will use a list form using on regular sections numbers and on subsections lower case letters.
  4. Bills should be written in the most specific way possible to prevent confusion upon the implementation of Acts.
    1. The Speaker of the Parliament shall have the power to alter the wording and style of bills in order to ensure that they follow the proper format and contain language that is both specific and concise.
    2. The author of an altered bill may review the alterations to ensure that the alterations do not remove or in any way change the intent of the original proposal.
    3. In the event that alterations made by the Speaker do alter the intent of a proposal then it is the responsibility of the original author to bring this up to the Speaker and to work with the Speaker to reword the bill to return the bill to its original intent while ensuring that the language is both specific and concise.

  5. Poll vote questions shall be worded "Vote on bill" for Acts and "Vote on motion" for Motions.
  6. Poll votes shall include the options "Yes", "No", and "Abstain".
    1. Any bill that does not include the three options listed under Section 6 or use the proper poll language under Section 5 shall have its poll determined invalid and an open vote shall be required.

All the votes being in and all the votes being in the affirmative the bill passes. The Act to Regulate the Wording of Acts of Parliament is adopted.

Final Vote: 7 yes, 0 no, 0 abstain

By the power vested in me by God and the Constitution I sign this bill into law.
