Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:

  1. Democratic worker's councils shall be defined as a collective body, located in a workplace, in which the employees of said workplace make collective decisions for the entire workplace in a democratic fashion. These councils would be elected by the employees of the workplace in a fully democratic election process. The council would then handle all management responsibilities in regards to policy and would have the power to appoint or hire outside individuals to do the day-to-day running of the workplace.
  2. Democratic worker's councils shall be encouraged by the government through tax incentives to businesses that choose to implement the councils in question.
    1. Businesses that adopt this model will be granted an immediate tax deduction of 500,000 Kirkish Pounds each year they have implemented this model.
    2. No business may be required to adopt democratic worker's councils.

  3. The investors of a particular business that implements this model shall be entitled to exactly 3 representatives on any council.
  4. The number of council members shall be limited by the number of employees that are employed in a particular workplace. The following is a breakdown of the total number of council members allowed for a workplace of a particular size:
    1. 3-5 employees: 6 council members (3 workers, 3 investors)
    2. 6-10 employees: 9 council members (6 workers, 3 investors)
    3. 11-15 employees: 11 council members (8 workers, 3 investors)
    4. 16-20 employees: 13 council members (10 workers, 3 investors)
    5. 21 or more employees: 15 council members (12 workers, 3 investors)

  5. Councils shall be elected by and from amongst the employees of a particular workplace.
    1. Any employee may run for a position on a council.
    2. The elections shall use a ranked ballot to determine representation.
    3. The individuals that garner the most support from the employees shall be given positions on the council.
    4. No investor, manager, employee, or anyone else may prevent an individual from holding a position on a democratic worker's council

  6. Councils shall have the power to make all policy decisions for their particular workplace based on a plurality of the council members present.
  7. Weekly meetings shall be required in which the full body of the workforce may gather and present any concern directly to the council.
    1. During these weekly meetings the council may be forced to action on an issue if a plurality of the employees present vote to force a decision on a particular issue.
    2. During these weekly meetings the entire council may be removed from office and new council elections called if a simple majority of the employees present vote in favor of calling for new elections.

  8. Councils shall be required to elected from among their number a Council President
    1. Any of the investor representatives shall have the power to automatically veto any individual that is to be appointed as Council President unless the appointee receives votes from at least two of the investor representatives in which case a majority of the investor representatives have given their consent and the appointee is then assumed to have the support of a majority of the investors.
    2. The Council President shall be considered the official head of a particular workplace in all outside discussions.
    3. The Council President shall preside over all debates and discussions of a council.
    4. The Council President shall not be permitted to present any policy for debate or a vote.
    5. The Council President shall not be allowed to vote unless the regular council members reach a tie in their vote in which case the Council President shall cast the tie-breaking vote.
    6. The Council President may be removed from their position based on a vote of the council members. A simple majority is all that shall be required to force the removal of a Council President.

All the votes being in and there being more yes votes than no votes the bill passes. The Act to Encourage Democratic Worker's Councils is adopted.

Final vote: 4 yes, 2 no, 1 abstain

By the power vested in me by God and the Constitution I sign this bill into law.
