Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows:
- The Act for the Establishment of a Flat Income Tax shall be repealed in full
- Taxes shall be divided into brackets based on income. An individual shall pay the percentage tax that is applied to the specific bracket they fall into.
- An individuals income shall be determined based on the totals of all the following categories added up over the course of a year: salaries; wages; investment incomes; dividend incomes; interest on savings accounts, bonds, or certificates of deposit; and cash payments for services rendered.
- A graduated tax shall be implemented with the following brackets:
- ₤5,000-₤50,000: 4%
- ₤50,001-₤250,000: 7%
- ₤250,001-₤500,000: 12%
- ₤500,001-₤750,000: 18%
- ₤750,001-₤900,000: 24%
- More than ₤900,001: 29%
- The taxes made by this bill would be collected for an entire year starting on January 1st and ending on December 31st. Citizens and legal workers will be given until April 7th to send their taxes to the government for collection. Any citizen or legal worker who fails to pay their taxes will have a garnishment taken from their earnings until the amount owed from the previous year has been repaid.
- Donations made to government approved charities and non-profit organisations by individuals may be deducted from the total amount of taxes owed at the end of the year.
- One pound of charitable donations shall be equal to one pound of taxes due being removed from the total amount of taxes owed by that individual for the year the donation was made.
- A receipt from the charity or organsation that received the donation must be provided for the deduction to be valid.
- No citizen may write off more than 75% of their total owed taxes through charitable donations
- The Sovereign and their direct family (spouse and children) shall be exempted from this tax for their constant service to Kirkland.

Mr. Speaker,
In response to the question posed by His Grace the Grand Duke of Arlington I must inform this body that payment for Members of Parliament has not been established and so for the moment all Members of Parliament are, and have been, working for free. I shall endeavor to remedy this in the future but for now there is no payment scheme or amount. I yield the floor.

All the votes being in and there being more yes votes than no votes the bill passes. The Act to Establish a Moderately Graduated Income Tax is adopted.
Final Vote: 4 yes, 3 no, 0 abstain
By the power vested in me by God and the Constitution I sign this bill into law.
